This bill amends West Virginia law to allow female inmates to participate in the state convict road force, which is a group of individuals convicted of felonies and sentenced to imprisonment or confinement in a correctional facility. Previously, this force was exclusively for male inmates. The bill removes the word "male" from the description of who can be part of the road force and clarifies that "penitentiary" now refers to any "correctional facility." While female inmates can now be part of the road force and employed in tasks like building, surfacing, and maintaining roads, as well as working in quarries and material production sites under the supervision of the state road commissioner, a new proviso is added stating that no road crew assembled under this article can be composed of both male and female persons.
