This bill defines a "state of preparedness" as a condition declared by the Governor when he believes the safety and welfare of the Commonwealth's residents require emergency measures due to a threatened or actual disaster, allowing for proactive measures to prevent or lessen damage. It also mandates that the Department of Emergency Management (the Department) assess the feasibility of a program to prioritize preventing and mitigating harm from anticipated emergencies, even those not severe enough for a gubernatorial declaration of a state of emergency. This assessment will include developing criteria for when the Department should respond to emergencies that don't warrant a gubernatorial declaration, establishing procedures for acquiring and maintaining necessary supplies and equipment for readiness, exploring the possibility of seeking reimbursement from those causing emergencies, and estimating the costs associated with responding to such emergencies. The Department is required to report its findings and recommendations to the Governor and relevant legislative committees by November 1, 2026.
