This bill requires the Department of Transportation to identify, prioritize, and replace guardrail systems and end treatments that do not meet current safety standards outlined in the Manual for Assessing Safety Hardware (MASH), a set of guidelines published by the American Association of State Highway and Transportation Officials. To achieve this, the Department must utilize available state and federal funds, including those from the Virginia Highway Safety Improvement Program, and seek out additional grant opportunities. Furthermore, the Department is mandated to create and maintain a public list of these non-compliant guardrails, develop a five-year plan for their replacement, and submit an annual report to the Chairs of the House and Senate Committees on Transportation detailing compliance status, funding requirements, and any challenges related to industry capacity.
