This bill requires the Legislative Fiscal Analyst, in addition to a standard fiscal note, to prepare an economic impact report for any legislative bill that, if signed into law, would necessitate a "regulatory action" by a state agency. A "regulatory action" is defined as the adoption, amendment, or withdrawal of a rule or regulation. This economic impact report must include a detailed cost-benefit analysis, covering estimated direct and indirect benefits and costs to society, the number and types of businesses or entities affected, specific localities that might be impacted, compliance costs for regulated entities, effects on private property, state expenditures including administrative costs, and the key assumptions and uncertainties involved in the analysis. State agencies are mandated to cooperate with the Legislative Fiscal Analyst by providing necessary information. Additionally, the bill amends existing law to require the Secretary of State to annually submit a report to the Legislature detailing the total number of new and amended rules and regulations adopted by agencies each year, and repeals the original section of law that this amendment modifies.
