This bill allows the Department of Motor Vehicles (DMV) to release certain personal information, specifically names, addresses, phone numbers, and email addresses, associated with individuals who have active special license plates bearing the seal, symbol, emblem, or logotype of an accredited institution of higher education located in Virginia. This release is contingent upon the institution having an agreement with the DMV to offer these special license plates and, crucially, the explicit written consent of the individual whose information is being requested. The bill specifies that this data can only be used by the institution for surveys, marketing, and solicitations related to that institution, or for other purposes authorized in writing by the individual. The DMV is authorized to charge a one-time fee of $10,000 to participating institutions to cover the initial costs of implementing these provisions, and a fee of no more than $1.25 for data requests made under this new provision. The bill also mandates that the DMV must obtain consent from individuals when they initially apply for, reapply for, or renew these special license plates. This change will take effect on January 1, 2027.
