Furthermore, health insurance issuers and managed care organizations are prohibited from requiring healthcare providers to ask these questions as a condition of payment or participation, and they cannot penalize providers for not asking them, with violations considered unfair or deceptive practices. The bill clarifies that it does not limit mandated reporting of child abuse or neglect, restrict emergency medical care, or prevent minors from reporting abuse or danger.
