This bill authorizes peace officers, as defined by criminal procedure law, to seize "class three bicycles with electric assist" (e-bikes that are pedal-assist and have a motor that can propel the bike without pedaling, with specific speed and power limitations) when they are operated outside of New York City, which is defined as a city with a population of one million or more. The seized e-bikes will be taken to the officer's local station or a secure municipal impound facility. Violating this prohibition will result in a civil fine of up to fifty dollars, plus an administrative fee that increases with subsequent offenses, starting at $250 for the first offense and rising to $750 for the third and any further offenses; the e-bike will not be returned until these fines and fees are paid.
