This bill mandates that the State Board of Education must design, test, and launch an internet-based system called the "School Choice Portal" by August 1, 2026, which will serve as an online platform for individuals required to file notices of intent, termination, and other paperwork related to exemptions from public schooling, as outlined in specific sections of the code. The portal must be secure with user access controls and protect information privacy, be fully operational for the 2026-2027 school year, and allow families to identify children participating in school choice options, submit and archive required reports (with optional information clearly marked), and receive acknowledgments of their submissions. It will also feature dashboards for families and the school board, provide notification capabilities, and be designed to serve all 55 counties with a unified solution, with the Board consulting stakeholders like homeschool representatives and the Hope Scholarship program during development, and its use overseen by LOCEA and/or the Joint Committee on Education, while also reporting back to the relevant county regarding children listed in the portal.
