This bill establishes a three-year "Tri-Share" pilot program, meaning a program where costs are shared by three parties, to make childcare more affordable and accessible for employees. The program, to be developed and implemented by the Department of Human Services starting in the fiscal year beginning July 1, 2026, will involve participating employers, their employees, and the state each contributing one-third of the total cost of childcare for dependent children. This initiative aims to help parents and caretakers enter or advance in the workforce or pursue further education by reducing their childcare expenses. Eligibility for employees will be based on household income between 150% and 250% of the Federal Poverty Level, provided they are not already eligible for state childcare subsidies. The pilot will be tested in three urban and two rural counties, with the Department of Human Services providing guidelines and technical assistance, potentially through contracts with experienced providers. If the pilot proves effective in improving childcare stability, affordability, access, and quality, the Department may propose a similar statewide program. Annual reports on the program's progress, costs, and community impact will be submitted to the Legislative Oversight Commission on Health and Human Resources Accountability, which will also consult on the final evaluation of the pilot's success.
