This bill requires that any application for a building permit to construct or significantly alter a retail gas station, defined as a place selling fuel for vehicles or vessels, must include plans for at least one electric vehicle charging station that uses direct current fast chargers for every four gas dispensing pumps; a direct current fast charger is a device that rapidly charges an electric vehicle by supplying electricity directly to its battery. This requirement applies to gas stations with four or more gas pumps, exempting those with fewer than four, and no gas station can open for business until these charging stations are fully installed. This new rule will go into effect one year after the bill becomes law.
