This bill continues the existence of the Robert C. Byrd Corridor H Highway Authority, an entity originally established in 1997 to promote development along Corridor H, a highway project in West Virginia. It grants the Authority expanded powers and duties beyond its original mandate, allowing it to set specific goals with input from local communities, focus broadly on economic development, pursue private-public partnerships, collaborate with groups in other states, seek governmental guidance, develop economic and tourism plans, acquire and manage property, enter into leases and easements, secure financing, obtain insurance, maintain reserves, hire private legal counsel for representation and contract negotiation, appoint staff and consultants, and enter into various contracts with governmental agencies and private entities. The bill also clarifies that the Authority's liability is limited to the extent of funds awarded for grant acquisition facilitation. Furthermore, the Authority is now required to submit an annual report to the Joint Committee on Government and Finance by December 1st each year, detailing its activities, projects, partnerships, and any legislative or policy recommendations for economic development along Corridor H.
