This bill requires that any person, corporation, or business offering "drop-in child-care services," which are defined as child-care arrangements where parents are on the premises or easily accessible while participating in non-employment related activities, must maintain the same standards of care as licensed facilities and conduct state and federal background checks on all volunteers and staff. This new provision is added to existing regulations for residential child-care centers, day-care centers, and child-placing agencies, and it clarifies that these background checks are mandatory for drop-in child-care providers. The bill also renumbers subsequent sections of the law and makes minor adjustments to existing exemptions for certain types of child-care programs.
