This bill amends existing Utah law to improve the availability and distribution of information regarding opiate abuse prevention. Specifically, it requires the Department of Health and Human Services to create and make an opiate abuse prevention pamphlet available online, rather than relying on funding for production and distribution. This pamphlet will cover crucial information such as the risks of dependency and addiction, proper storage and disposal methods, alternative pain management options, the benefits and acquisition of naloxone (an overdose reversal medication), and resources for substance use disorder treatment. Furthermore, the bill mandates that pharmacies selling or dispensing Schedule II or III controlled substances that are opiates must print and prominently display this informational pamphlet at the point of sale, and encourages pharmacists to use it for patient counseling on opiate risks. The bill also updates requirements for pharmacies to offer and dispense opiate antagonists, like naloxone, to patients under certain conditions, such as when prescribed high doses of opioids or when concurrently receiving benzodiazepines. This bill is set to take effect on May 6, 2026.
