This bill allows the West Virginia Department of Environmental Protection (WVDEP) to install and monitor air quality using "fenceline monitors," which are devices placed at the boundary of facilities that emit air pollution to detect emissions. It also directs the WVDEP to provide technical assistance and potentially funding to individuals and community groups who want to set up their own "community air monitoring programs," which are systems for collecting air quality data in residential areas downwind from pollution sources, distinct from monitoring done by the facility itself or regulatory agencies. The bill encourages the WVDEP to use the data collected from both fenceline and community monitoring, and permits individuals to submit their community air monitoring data to the secretary of the WVDEP, who will then evaluate it and may initiate further monitoring in the community based on the findings.
