This bill establishes the "Higher Education Health and Aid Grant" program, which will be administered by the West Virginia Higher Education Policy Commission to provide grants to state institutions of higher education with one or more campuses. The purpose of these grants is to help address student food insecurity and health and hygiene inadequacies. Institutions receiving these grants can use the funds to purchase or build infrastructure for food and health aid pantries, buy food (including shelf-stable items), and acquire a specific list of medical, health, and hygiene supplies, as well as disposable tableware. Institutions must maintain detailed inventories of all items purchased and distributed, and submit receipts for all expenditures and periodic inventory reports to the Chancellor or their designee within specified timeframes. The Chancellor will determine the grant amounts for each institution based on their compliance with these criteria. Additionally, the Chancellor must report to the Legislative Oversight Commission on Education Accountability within one year of the program's establishment, detailing grant awards, their impact on reducing student insecurity, and recommendations for program expansion. This bill will take effect on July 1, 2026.
