This bill establishes the Virginia Creative Economy Grant Program, which will be managed by the Virginia Innovation Partnership Corporation (Corporation). An "independent content creator" is defined as an individual who produces original digital media like audio, video, or visual content for entertainment with the goal of making a profit. A "creative economy entrepreneur" is a small business or self-employed individual earning income from creative, cultural, or artistic activities that generate ideas, content, goods, or services. The "creative economy" itself encompasses industries rooted in individual creativity and talent that can create wealth and jobs through intellectual property, including fields like audio-visual production, arts, music, software, video games, and the creation of physical goods like instruments or furniture. Grants awarded through this program will be competitive, with a maximum of $20,000 available to any single recipient, and will be administered by the Corporation in consultation with the Virginia Commission for the Arts.
