This bill defines a "large load customer" as a customer or group of affiliated customers served by an electric utility under the Oklahoma Corporation Commission's (OCC) jurisdiction that uses at least fifty megawatts of electricity, or a different amount set by the OCC, and is primarily involved in activities like operating data centers, artificial intelligence, or advanced manufacturing, with the intent to include facilities that operate together and impact the electric grid similarly, but excluding typical residential or small commercial users unless they meet the high demand threshold. The bill mandates that the OCC conduct a comprehensive study by December 1, 2027, to examine how these large load customers affect electric generation, transmission, distribution, system reliability, utility planning, electricity rates, and the need for new infrastructure, specifically assessing if the costs of serving these customers are fairly allocated and if current practices prevent cost shifting to smaller customers, with the findings to be reported to the Oklahoma State Senate and House of Representatives. This act will become effective on November 1, 2026.
