This bill amends West Virginia law to allow Tier II members of the Teachers Retirement System (TRS), which is a state-administered retirement plan for public school employees, to use their accrued annual and sick leave to increase their retirement benefits. Specifically, for those who became TRS members on or after July 1, 2015, each day of unused annual and sick leave can now be converted into one day of retirement service credit, which will be added to their total credited service for calculating retirement benefits. This change is made in contrast to a previous provision that allowed two days of leave for one day of credit and also clarifies that this additional service credit cannot be used to meet the initial eligibility requirements for retirement, but only to increase benefits once eligibility is met.
