This bill, titled the Creating Community School Funding Formula Revision Act, mandates that the West Virginia Department of Education examine school closures and consolidations that have occurred or are being considered over the past five fiscal years. The department must then propose changes to the School Aid Formula, which is the system used to distribute funding to schools, to the Legislature within 180 days. The goal of these proposed changes is to prevent at least 80 percent of these schools from closing, particularly when the justification for closure was based on financial and operational reasons, regardless of any decisions already made by school districts.
