This bill establishes the Creative Economy Task Force within the Virginia Economic Development Partnership Authority to develop a strategic plan aimed at boosting the creative economy, which encompasses industries driven by individual creativity and talent that can generate wealth and jobs through intellectual property, including areas like film, music, software, video games, performing arts, and visual arts. The Task Force, composed of nine members including the Authority's CEO as chair, representatives from financial services, the Authority itself, a private firm with financial and arts expertise, and five individuals from various creative sectors like film, music, animation, live performance, and visual arts, will analyze the current state of the creative economy, study successful initiatives in other regions, interview stakeholders, evaluate financial models, review tax incentives, assess the role of local governments, and prioritize marginalized communities. The Task Force is required to submit a report of its findings and recommendations to the Governor and legislative committees by November 1, 2027, and the provisions of this section will expire on January 1, 2028.
