This resolution requests the Department of Conservation and Recreation (DCR), an agency responsible for protecting Virginia's natural and recreational resources, to investigate the possibility of creating a new state park in Washington County. The proposed park would encompass the Mendota Trail, a 12.5-mile "rails-to-trails" greenway that has been restored for public hiking and biking, and Abrams Falls, both located within the Holston River watershed. The DCR is also directed to consult with local citizens, governments, and regional groups during its study, and other state agencies are required to assist. The department must complete its work and submit a report of its findings and recommendations to the Governor and the General Assembly by the start of the 2027 legislative session, with the findings also to be posted online. This study is prompted by the significant natural beauty and recreational potential of the Mendota Trail and Abrams Falls, their importance as part of a globally significant ecosystem, and the potential economic benefits of increased tourism in an area that currently lacks nearby state park facilities.
