This bill, amending the vehicle and traffic law, establishes new requirements for transporting dogs in the back of motor vehicles, specifically in spaces intended for loads, to prevent them from being ejected. Drivers must ensure the dog is in an enclosed space with side and tail racks at least forty-six inches high, or that the vehicle has installed safety features to prevent ejection, or that the dog is cross-tethered or secured in a cage. However, these rules do not apply to owners involved in ranching or farming operations traveling in rural areas or to livestock auctions, nor to dogs being transported for ranching or farming purposes, nor on roads with speed limits under fifty-five miles per hour. Violations will result in escalating fines, with the first offense costing between fifty and one hundred dollars, the second between seventy-five and two hundred dollars, and subsequent offenses within a year ranging from one hundred to two hundred fifty dollars each.
