This bill prohibits the use of a mobile telephone while operating a motor vehicle in a school zone when a reduced speed limit is in effect or in a road construction zone where workers are present, with exceptions for law enforcement, emergency personnel, vehicles that are safely stopped, and the use of hands-free devices. It also allows for mobile phone use in emergencies or for specific transit communication purposes. Holding a mobile telephone in these zones will be considered prima facie evidence of a violation, and initially, law enforcement will issue a warning citation until July 1, 2027, after which penalties will apply. The bill also amends existing law to include "Unlawful use of mobile telephone" with a $60 fine in the uniform fine schedule for traffic infractions, and it repeals the previous version of the law.
