This bill directs the Hampton Roads Planning District Commission (HRPDC), which is responsible for regional planning in Planning District 23, to create a comprehensive plan called the Hampton Roads Infrastructure Coordination and Readiness Framework. This Framework will coordinate various types of infrastructure, including roads, bridges, tunnels, public transit services operated by entities like Hampton Roads Transit, resilience infrastructure to withstand environmental challenges, and assessments of financial readiness for projects, including potential new revenue sources. It will also establish a system for prioritizing and sequencing regional projects, setting clear criteria for evaluating project readiness based on affordability for residents, financial sustainability, potential for federal funding, and considerations of fairness and accessibility. The HRPDC is required to align its practices with those of state agencies like the Department of Transportation and the Department of Emergency Management, as well as relevant federal agencies, while ensuring that the Framework does not impede local projects outside its scope or conflict with existing agreements. The HRPDC will collaborate with the Hampton Roads Transportation Planning Organization (HRTPO), the Hampton Roads Transportation Accountability Commission, and transit authorities in its development process, and will consult with several state departments. Finally, the HRPDC must provide progress reports on the Framework's development by December 1, 2026, and a final report by December 1, 2027, to legislative committees.
