AI Summary

This bill authorizes various agencies within West Virginia's Department of Health, the Office of Inspector General, and the Department of Health Facilities to create and implement legislative rules, which are formal regulations that have the force of law. Specifically, it allows the Department of Health to establish rules concerning water well regulations, lead abatement licensing, emergency medical services, fees for services, clinical laboratory practitioner licensure, the distribution of state funds for local health boards, basic public health service standards for local health boards, diabetes self-management education, and exemptions from Certificate of Need requirements. The Office of Inspector General is authorized to create rules for nursing home licensure, the delegation of medication administration and health maintenance tasks to approved personnel, assisted living residences, syringe services program licensure, and behavioral health centers licensure. Finally, the Department of Health Facilities is authorized to develop rules regarding patient rights at state-operated mental health facilities. These authorizations are part of a broader effort to update and consolidate existing regulations across these health-related agencies.
