This bill mandates that within ten years of its effective date, the Department of Transportation and all municipalities, localities, and public authorities that distribute road salt must construct a salt shed to protect road salt, which is defined as sodium chloride used to melt snow and ice on roads by lowering water's freezing point. These salt sheds must be situated at a reasonable distance from various water sources, including streams, lakes, ponds, and wells, and must be used year-round to prevent precipitation from mixing with the stored salt or salt and sand mixture. Furthermore, the sheds' bases and covers must be impermeable, with covers secured against wind and sized to fully enclose the salt pile, only opening as much as necessary for salt transfer.
