This resolution authorizes the Speaker of the House of Delegates to appoint employees for technical, clerical, stenographic, custodial, and other services for the legislative session, specifying per diem rates for various positions like Legislative Assistants, Clerks, Analysts, and Attorneys, as well as annual salaries for full-time employees such as the Chief Clerk, Communications Director, and various committee counsels and analysts. Per diem refers to a daily allowance for expenses, while salaried employees receive a fixed annual income. The resolution also outlines procedures for drawing requisitions for travel expenses and compensation, certifying appointments to the Auditor and Treasurer, and allows the Speaker to assign duties, suspend employees when not needed, and remove or appoint employees even after the session concludes until a new resolution is passed, with the exception that appointed individuals cannot concurrently receive pay from other state government departments and those who took early retirement under a specific 1988 law are ineligible for appointment. Additionally, any conflicting House Rules are suspended to implement this resolution.
