This bill mandates that all state agencies must establish or improve an internal employee suggestion program to encourage efficiency and cost savings, requiring agencies to implement viable cost-saving suggestions and explain any rejections, with rejected ideas forwarded for potential statewide adoption. Employees whose suggestions lead to direct cost savings of $5,000 or more can receive financial rewards ranging from 10% to 25% of the savings, with individual awards capped at $20,000 and team awards at $50,000, and non-cash recognition will be provided for suggestions that improve efficiency without quantifiable dollar savings. The bill also establishes the "Statewide Cost Savings Incentive Fund" to be managed by the Office of Management and Enterprise Services (OMES) for bonus pools and operational improvements funded by a portion of realized statewide savings, and creates the Incentive Awards for State Employees Committee, composed of three state employees appointed by state leadership, to recognize top performers and report on total statewide savings. Furthermore, agencies must submit annual reports detailing suggestions, savings, and plans for budgetary efficiencies, and suggestions made through this program will receive whistleblower protections.
