This bill appropriates a total of $419,717,091 from the Education Trust Fund for the fiscal year ending September 30, 2026, to various state agencies and entities for specific purposes, including fleet renewal for local school boards, one-time expenses for the State Department of Education covering areas like school safety, college and career readiness grants, charter school grants, summer and afterschool programs, reading improvement for struggling students, career tech equipment, and support for specific educational centers and projects like the McWane Center and EdFarm, with a portion also allocated to Junior Achievement of Alabama for capital expenditures contingent on matching funds. Additionally, funds are allocated for one-time expenses at public libraries, specialized schools like the Alabama School of Cyber Technology and Engineering, Alabama School of Fine Arts, Alabama School of Mathematics and Science, and Alabama School of Healthcare Sciences for deferred maintenance, capital expenses, and safety, as well as for vocational rehabilitation and workforce development by the Department of Rehabilitation Services, the CHIP Program by the Department of Public Health, and the Alabama Community College System for deferred maintenance and capital projects, including specific funding for Wallace State Community College. Further appropriations are designated for the Alabama Commission on Higher Education to support educational facilities like the USS Alabama Battleship, agricultural education programs, and capital projects at Tuskegee University and Talladega College, and for the Department of Workforce for IT system upgrades and marketing initiatives. The bill also allocates funds to the Alabama Innovation Fund for Alzheimer's prevention research through the HOPE-AD initiative, to the Educational Television Commission for studio build-out, and to various universities including Alabama A&M University, Alabama State University, the University of Alabama System, Athens State University, Auburn University, Auburn University at Montgomery, Jacksonville State University, the University of Montevallo, the University of North Alabama, the University of South Alabama, Troy University, and the University of West Alabama for deferred maintenance, research capacity, and capital projects. Separately, the bill appropriates $100,000,000 in gross income tax receipts from the CHOOSE Act Fund to the Department of Revenue for the same fiscal year. It also reappropriates any unexpended funds from these appropriations that revert at the end of fiscal year 2026 to the respective offices for the following fiscal year, and allows for necessary appropriations for public funds transferred into the State Treasury under Executive Order No. 726, with the act becoming effective immediately upon passage.
