Bill Summary
Study; joint committee of the House and Senate Committees on Privileges and Elections to study the costs and benefits of 45 days of early voting. Establishes a joint committee of the House and Senate Committees on Privileges and Elections to study the costs and benefits of 45 days of early voting. In conducting its study, the joint committee shall survey several localities within the Commonwealth with different demographics, both urban and rural, to evaluate the fiscal impact on the locality and the ability of the locality to meet the burden imposed by the need to increase staffing and maintain adequate facilities for early voting and to examine trends in voter turnout. The joint committee shall gather data sufficient to allow it to determine if a shorter period of in-person voting could accomplish most of the benefits of early in-person voting while reducing the burden on localities.
AI Summary
This joint resolution establishes a special committee composed of members from both the House and Senate Committees on Privileges and Elections to study the advantages and disadvantages of having 45 days of early voting, which is a system allowing voters to cast their ballots in person before Election Day. The committee will examine various localities across the Commonwealth, considering both urban and rural areas with different demographics, to assess the financial impact on local governments, their capacity to handle increased staffing and facilities needed for early voting, and how early voting affects voter turnout. The goal is to determine if a shorter early voting period could achieve similar benefits in terms of voter participation and access while lessening the financial and logistical burdens on local governments.
