This bill authorizes county commissions to charge a "road impact fee" to certain vehicles, specifically those involved in energy production or storage that require special permits for being overweight or oversized. These fees are intended to help fund the maintenance, repair, or construction of county roads and related structures. The bill specifies that these fees will be applied to the ad valorem tax for the year after a structure is completed and allows for a fifty percent increase in these fees if a road is a school bus route, has a bridge deemed deficient, or if energy production structures are built very close to an occupied home. Importantly, paying this fee does not exempt the vehicle operators from the county's authority to restrict road usage or from being held responsible for any damage their vehicles cause to roads or structures.
