This bill aims to enhance support for victims and witnesses of crime by promoting victim-centered and trauma-informed responses, with a particular focus on sexual violence and female genital mutilation (FGM). It expands the rights of sexual assault survivors to include survivors of all sexual violence, including FGM, and extends the life of the SAFE (Sexual Assault Forensic Examination) advisory group, broadening its responsibilities to research and recommend policies for preventing and addressing sexual violence and FGM in a culturally sensitive manner. The bill also introduces provisions allowing courts to appoint a representative to question victims in cases of sexual assault or domestic violence where the defendant is representing themselves, and permits minors aged 13 and older to consent to forensic examinations for domestic violence assault involving nonfatal strangulation. Furthermore, it clarifies that "sexual violence survivor" now encompasses victims of FGM, and the SAFE advisory group's duties are expanded to include researching and recommending policies related to accessing medical forensic examinations, community-based support services, and enhancing the statewide coordination of forensic services, with a special focus on disproportionately impacted populations. The expiration date for the SAFE advisory group is also extended.
