This bill establishes new regulations for utility companies in Kentucky to protect residential customers from having their services disconnected during extreme weather conditions. It defines "extreme weather conditions" to include days with National Weather Service warnings for extreme cold or heat, or periods of natural disaster that have led to a state of emergency declaration. Utilities, which are defined as companies providing electricity, gas, water, or other essential services as outlined in KRS 278.010, will be required to create and submit a disconnection plan to the Public Service Commission (PSC). This plan must detail how the utility will prevent suspending or disconnecting residential service for nonpayment during these extreme weather events. Furthermore, the PSC will be responsible for making these disconnection plans publicly accessible on its own website, and will also require each utility to post its plan on its own website.
