This bill requires that any data center, defined as a facility housing computer equipment with a power capacity exceeding twenty megawatts, must register with the Tennessee Public Utility Commission (the "Commission"). Owners or operators of these data centers will need to provide information such as their physical address, contact details, power capacity, the utilities serving them, and the number of on-site employees. Electric and water utilities that provide service to registered data centers will then be obligated to report the amount of electricity or water used by these facilities to the Commission's executive director. Additionally, these utilities must provide their service rates to the Commission. The executive director will then compile and publish this usage and rate data monthly on the Commission's website, making it publicly accessible. Failure to comply with registration requirements can result in daily civil penalties, and the Commission can seek court orders to stop violations. The bill also allows the Commission to create rules to implement these provisions and takes effect on July 1, 2026.
