This bill, relating to the enforcement of plumbing contractor requirements, amends existing law to increase the minimum monetary penalty for a first infraction by a contractor to $500, while the maximum penalty for a second or subsequent infraction remains $5,000. It also clarifies that administrative law judges cannot waive or reduce monetary penalties, though the director may for good cause. Importantly, the bill introduces new provisions for license suspension: an individual or plumbing contractor determined to have committed three infractions involving residential service plumbing or construction within a 36-month period may have their license suspended for up to two years, with multiple violations from a single inspection counting as one infraction. Additionally, if an individual or contractor commits five or more infractions within a five-year period (excluding residential work), the department can suspend their license for up to two years and may require a corrective action plan for reinstatement.
