This bill amends existing law to exempt certain individuals who previously provided care to foster youth from needing a license to operate an adult family home, which is a residential setting providing care to individuals who are unable to live independently. Specifically, an individual is exempt if they held a foster family home license for at least three years, provided personal care services to the former foster youth for at least three years before the youth left foster care, only provides care to those former foster youth in their home, has no substantiated findings from child or adult protective services, and has not faced adverse licensing actions. An additional exemption applies to individuals previously approved for a child-specific license by the department of children, youth, and families, provided they only care for those specific former foster youth, have no substantiated protective services findings, and have not faced adverse licensing actions. The department is authorized to create rules to implement these exemptions.
