This bill requires each school board to create, implement, and publicly post on its website a language access plan to ensure meaningful communication and access to information for parents who are limited English proficient (LEP). A "limited English proficient parent" is defined as a parent of a student who has difficulty understanding or communicating in English due to their background or environment, which may prevent them from fully participating in their child's education. The plan must include policies and procedures for notifying LEP parents of essential information about school programs and services, identifying their language needs, providing free interpretation and translation services (language assistance services) through qualified individuals or approved technology, translating vital documents like enrollment forms and disciplinary notices into commonly spoken languages, training school staff on these requirements, and posting information about LEP parents' rights and available services. This bill will take effect on July 1, 2027.
