This bill appropriates $169,633 from Alabama's State General Fund to the Coalition Against Domestic Violence (ACADV) for the fiscal year ending September 30, 2027, with these funds to be managed according to the Budget Management Act and specific sections of Title 41 of the Code of Alabama, 1975, which govern state budgeting and financial oversight. Before any of these funds can be released, the ACADV must submit an operations plan for fiscal year 2027 and an audited financial statement for fiscal year 2025 to the Director of Finance, who will then release the funds. Furthermore, the ACADV is required to provide quarterly reports on planned expenditures and accomplishments, as well as an end-of-year performance report detailing work done, services provided, and associated costs, using meaningful measures of effectiveness similar to those required of state agencies. The Director of Finance will then forward all these reports to the Legislative Council, and the act will take effect on October 1, 2026.
