This bill amends existing Alabama law to adjust the allocation of certain tax revenues. Specifically, it increases the percentage of food stamp benefits that can be used for administrative costs by the Department of Human Resources (DHR) from five percent to seven and one-half percent, while also clarifying that any unexpended funds from this allocation will be transferred to the Education Trust Fund at the end of each fiscal year. Additionally, the bill removes a provision that designated an amount sufficient to fund the Children's Health Insurance Program (CHIP) as a first charge against funds allocated to the General Fund from certain tax collections. The bill also specifies that it will become effective on September 1, 2026.
