This resolution requests the State Council of Higher Education for Virginia (SCHEV), Virginia's state agency overseeing higher education, to conduct a comprehensive study of inclusive postsecondary education programs at public colleges and universities. These programs are designed to allow students with Intellectual and Developmental Disabilities (IDD) to enroll in higher education alongside their peers, offering them a pathway to improved life outcomes, including higher employment rates. The study will examine the needs of students who could benefit from these programs, identify obstacles to their expansion or improvement such as funding and interagency collaboration issues, and develop methods for consistently collecting data on student enrollment, completion, and job placement. SCHEV is also tasked with providing recommendations for enhancing existing programs, creating new ones, and improving outreach to families about these opportunities. The findings and recommendations of this study are to be reported to the House Committee on Education and the Senate Committee on Education and Health by December 1, 2026.
