This bill aims to enhance the privacy protections for records involving deceased minors and victims of child abuse by designating certain records as confidential and restricting their disclosure. Specifically, it amends existing laws to prevent the public release of autopsy photographs, videos, and digital images of deceased minors, as well as records related to child abuse investigations, with limited exceptions. These exceptions generally allow access for parents, legal guardians, personal representatives of the estate, law enforcement and prosecution agencies, child welfare agencies, courts upon a finding of good cause, and child fatality review teams. The bill also prohibits the monetization of "death scene images" (images of a deceased minor or the location of their death) and establishes penalties for unauthorized disclosure, including civil damages and criminal misdemeanor charges. Furthermore, it clarifies that these new protections do not apply to written reports or investigative summaries that do not visually depict the minor.
