This bill establishes a new dedicated account called the "laboratory accreditation account" within the state treasury, funded by fees collected under RCW 43.21A.230, to be used solely for developing and implementing activities authorized by that section. It also amends existing laws to ensure that fees collected by the department for implementing chapter 70A.540 RCW (which deals with air pollution control) are deposited into the "air pollution control account" (established in RCW 70A.15.1010) and can only be used for the implementation of that specific chapter, clarifying that funds collected under RCW 70A.540.120 and 70A.540.130 are restricted to chapter 70A.540 RCW implementation.
