This bill, known as the Protected Learning Environment Act, aims to create a safer and more orderly school environment by establishing a statewide standardized discipline matrix. This matrix, to be developed and published by the State Department of Education by the 2027-2028 school year, will outline evidence-based, tiered systems of behaviors, consequences, and interventions for students from prekindergarten through twelfth grade. The act defines key terms such as "discipline matrix," "protected learning environment" (PLE) as a disruption-free classroom, "major infraction" (e.g., violence, threats), "minor infraction" (e.g., off-task behavior, disrespect), "immediate removal" from class for safety, and "restorative supports" like counseling. School districts must adopt this matrix, train staff annually, and ensure consistent application without discrimination, with teachers empowered to remove students who pose a safety threat or repeatedly disrupt learning. Students removed for more serious infractions will be placed in a PLE alternative setting to continue their education, and those committing multiple serious offenses may face mandatory conferences, assessments, and potential placement in alternative programs. All incidents requiring intervention will be documented and reported to the state, which will then publish an annual report on school safety trends and district compliance, while protecting student privacy. The bill also mandates parent or guardian attendance at conferences for students with repeated or serious behavioral issues and clarifies student responsibilities for following rules and engaging in interventions. The State Department of Education will provide support for implementation, and the act will take effect on July 1, 2026, with an emergency clause for immediate implementation.
