This bill establishes the "2030 Census Complete Count Committee" to ensure a full and accurate count of Oklahoma's population for the 2030 Decennial Census, which is a constitutionally mandated count of every person living in the United States. The committee will consist of sixteen members, including legislative representatives from both the Senate and House, individuals from state and local governments, representatives from nonprofit and private organizations, and members from ethnic or language minority groups, all appointed by various state leaders. This committee will be responsible for developing and implementing a comprehensive plan for outreach, promotion, recruitment, and assistance to encourage participation in the census, utilizing strategies like state agency initiatives, school programs, community partnerships, and a multilingual campaign. The committee will also set annual goals, improve data collection methods in coordination with the U.S. Census Bureau, explain the census's importance to the public, boost self-response rates through community efforts, leverage member expertise for targeted campaigns, review past recommendations, and make annual recommendations to the Legislature and Governor. Staff support will be provided by the State Data Center, and the committee's first meeting must be called by July 1, 2027, with appointments made by March 1, 2027, and a final report due by June 1, 2030. Non-legislative members will be reimbursed for travel expenses, and all members will serve at the pleasure of their appointing authority.
