This bill, titled the "Curbing Harmful AI Technology (CHAT) Act," mandates that the Tennessee Advisory Commission on Intergovernmental Relations (TACIR) conduct a comprehensive study on the potential regulation of artificial intelligence (AI) systems and generative AI chatbots within the state. This study will examine existing federal laws and actions, regulatory approaches in other states, constitutional implications such as free speech and due process, the financial impact on state and local governments, and the economic effects on businesses, developers, educational institutions, and consumers. It will also review safeguards for minors and mental health, including suicide prevention protocols, and ultimately provide recommendations for legislative action. TACIR is authorized to gather information from various government entities, industry experts, and advocacy groups, and must publish a report of its findings and recommendations to the governor and legislative leaders, utilizing its existing resources for the study.
