This bill mandates that all law enforcement agencies in Oklahoma, defined as entities employing full-time peace officers certified by the Council on Law Enforcement Education and Training (CLEET), must apply for and enter into a memorandum of agreement with U.S. Immigration and Customs Enforcement (ICE) to participate in the 287(g) Program by September 1, 2026. The 287(g) Program allows federal immigration enforcement functions to be carried out by state and local law enforcement under federal supervision. Agencies must maintain this agreement and ensure that at least twenty-five percent of their certified peace officers, or a minimum of five officers, are trained and cross-deputized under this program. Failure to comply will result in ineligibility for state-appropriated funds, including grants, and may lead to the revocation or suspension of the agency's accreditation by the Oklahoma Law Enforcement Accreditation Program (OLEAP) or a similar body. The Attorney General is tasked with creating rules to implement and enforce these requirements, and the bill declares an emergency, meaning it will take effect immediately upon passage and approval.
