This bill amends the Roofing Contractor Registration Act to require roofing contractors to obtain a residential roofing endorsement to perform residential roofing work, with new applicants needing to pass an exam and comply with other provisions, and existing contractors having a grandfathering-in period until January 1, 2028, to either pass the exam or complete additional continuing education approved by the Committee of Roofing Examiners and the Construction Industries Board, while those with a current commercial roofer endorsement on January 1, 2027, are exempt from the exam and additional education. The bill also clarifies that renewal of a residential roofer endorsement requires completion of continuing education determined and approved by the Committee of Roofing Examiners, and it specifies that roofing labor contractors who only provide labor services for a registered contractor with a residential roofing endorsement and do not provide materials are exempt from this endorsement requirement. The act is set to take effect on July 1, 2026, with an emergency clause for immediate implementation.
