This bill requires the West Virginia Secondary School Activities Commission (WVSSAC), an organization that oversees interscholastic athletic events and other extracurricular activities for West Virginia's public secondary schools, to create official legislative rules. These rules, which will govern activities for both public and private/parochial schools that choose to participate, must be developed according to specific state procedures outlined in chapter 29A of the West Virginia Code, and will require approval from the State Board of Education. The bill also clarifies that rules promulgated by December 1, 2026, will be considered valid even if they don't perfectly meet all procedural requirements. Furthermore, it expands eligibility for extracurricular activities to include home-schooled students, participants in the Hope Scholarship Program, and those in microschools or learning pods, provided they meet academic, age, amateurism, and disciplinary requirements, and will participate at the public secondary school serving their attendance zone.
