This bill requires the Secretary of State to notify Congress before proceeding with any construction project for a new U.S. embassy or consulate that uses a "nonstandard design," meaning a design that deviates from a typical or "standard" template. Specifically, the Secretary must inform the relevant House and Senate committees (Foreign Affairs, Appropriations, and Foreign Relations) at least 15 days before spending money on such a project. This notification must include a comparison of the nonstandard design's estimated total cost over its entire lifespan, completion date, and security features against what those same factors would be if a standard design were used. The Secretary must also provide a justification for choosing a nonstandard design and any supporting documentation, or explain why it cannot be provided. The bill also expresses a preference for using standardized designs for overseas diplomatic facilities to minimize customization.
