This bill directs the Oklahoma Department of Career and Technology Education to prioritize federal funds, specifically those received under the Carl D. Perkins Career and Technical Education Act of 2006 (a federal law supporting career and technical education), towards expanding access to technology center school district programs for high school students, particularly in high-demand skilled trades. The department must allocate leadership, reserve, and incentive funds to support these expansions, establish performance incentives for schools showing increased enrollment in programs leading to industry-recognized credentials or postsecondary credit, and dedicate at least twenty percent of state leadership funds to initiatives promoting high school enrollment, such as transportation assistance and tuition waivers. Additionally, the department is tasked with collaborating with other state education bodies to determine if technology center courses can count towards high school graduation requirements or college credit, and must submit an annual electronic report detailing how these federal funds are used, including enrollment numbers, credential attainment, and the impact of incentive funds on the workforce development pipeline. This bill will become effective on September 1, 2026.
